Mayor Keith A. James launches new resident partnership initiative to give West Palm Beach community a stronger voice in downtown development decisions

West Palm Beach, Florida – West Palm Beach is creating a new way for residents to participate in decisions about the future of downtown development, with Mayor Keith A. James announcing a resident partnership initiative aimed at making the planning process more collaborative and transparent.

The announcement was made during the City Commission Meeting on July 6, 2026, as the city continues work on the Downtown Master Plan Update (DMPU). The new initiative is designed to expand public involvement by creating a structured partnership between residents, city staff, and planning consultants working on the future vision for downtown.

Rather than relying only on traditional public meetings, the initiative will give selected resident representatives a more active role throughout the planning process. Participants will have opportunities to review planning information, speak directly with technical experts, ask questions, and provide feedback that can help guide future recommendations.

Mayor James said the goal is to make sure residents have a meaningful voice in decisions that will shape the downtown area for years to come.

“Our downtown belongs to everyone, and its future should be shaped through meaningful collaboration with the people who live, work, and invest in our community,” said Mayor Keith A. James. “While there are many different opinions about what our downtown should become, I believe we can all agree on one thing: the process must be transparent, inclusive, and worthy of the public’s trust.”

The mayor began developing the initiative by reaching out to the Downtown Neighborhood Association (DNA) and leaders of three newly created resident groups. After those discussions, James met directly with representatives from the Downtown Neighborhood Association and the West Palm Beach Residents Coalition.

Together, the groups represent more than 30 community organizations. City officials said these conversations helped create a foundation for a more inclusive engagement process where residents and local leaders can work together throughout the planning effort.

The initiative is intended to create an ongoing partnership rather than a single opportunity for public comment. Mayor James emphasized that residents should have a role in helping shape policies and recommendations, not simply reacting to decisions after they are developed.

As the Downtown Master Plan Update moves forward, the city said it will continue carefully reviewing public feedback along with important technical issues, including transportation planning, infrastructure capacity, and future growth needs.

As part of the transition toward the new partnership model, Mayor James agreed to temporarily pause all committee reviews and approvals related to the DMPU. City officials said formal presentations and future decisions will resume once the new community-led process is established.

The resident partnership initiative will provide several opportunities for participants, including regular meetings with designated city staff members, direct discussions with planning consultants, reviews of technical studies and planning materials, and conversations with subject matter experts.

Residents involved in the process will also be able to share community perspectives and help improve future public engagement efforts as the city works toward final recommendations for downtown development.

Additional details about the structure of the initiative and the schedule for meetings will be announced after the framework is finalized. City officials expect meetings to begin in the fall, allowing enough time to properly organize and notify community members.

The Downtown Master Plan Update is focused on updating guidelines for future growth and development in the downtown area. The project is being led by a consultant selected through a city request-for-proposals process. Over the past eight months, the consultant has held dozens of community meetings to gather input and hear residents’ concerns and ideas.

The new resident partnership initiative will not replace those efforts but will provide an additional avenue for continued discussion and collaboration throughout the planning process.

Mayor James said cooperation between residents, businesses, nonprofit organizations, and local government has been a key part of West Palm Beach’s progress and that future decisions should continue to reflect that approach.

“West Palm Beach is one of the greatest success stories in the country because collaboration is part of who we are. Local government, businesses, residents, and non-profits all work together to make our city better. My Administration is committed to ensuring that community-led groups focused on good policy making have a seat at the table and are included in the process. I want to get things done right, not fast, and that is what this new initiative is about,” said James.

City officials encouraged residents interested in following the Downtown Master Plan Update and future engagement opportunities to visit the City of West Palm Beach’s website and monitor official communication channels for additional announcements.

Through the new initiative, city leaders hope to build a stronger connection between residents and the planning process while creating a downtown vision that reflects the needs and priorities of the wider West Palm Beach community.
