Fort Lauderdale moves forward with $217 million new City Hall plan after commissioners reject downtown office tower renovation alternatives

Fort Lauderdale, Florida – Fort Lauderdale officials are moving ahead with plans to build a new City Hall after deciding that constructing a new government building would be a better long-term investment than renovating existing downtown office towers.

The City Commission voted last Thursday to continue with the original plan for a new City Hall, approving an interim agreement that reduces the estimated cost of the project from $267.7 million to $217 million. The decision keeps the city on track to build a new headquarters at the same location as the former City Hall, 100 N. Andrews Ave.

Mayor Dean Trantalis and Commissioners Steve Glassman and Pamela Beasley-Pittman supported the agreement. Vice Mayor Ben Sorensen and Commissioner John Herbst opposed the plan, arguing that purchasing and renovating an existing office building could save taxpayers money.

The debate comes after Fort Lauderdale was forced to rethink its City Hall future following a historic flood in April 2023. The former City Hall building suffered severe damage and was later determined to be beyond repair. The structure was declared a total loss and eventually demolished.

The replacement building is expected to be completed between 2029 and 2030. City officials say the new facility would create a modern government center designed specifically for the needs of Fort Lauderdale rather than adapting an older office building.

Commissioner Steve Glassman defended the decision, saying the city has reached a point where it can take on the cost of a new civic building.

“I think our city is at a point in time where we are able to handle the expense,” Glassman said before the vote. “If the city of Oakland Park, if the city of Sunrise, if the city of Pompano Beach, if the city of Miami can all figure out a way to afford a brand-new civil structure that is something the city can take pride in, that the city can say, ‘Yes that is our City Hall.’ Great cities have City Halls.”

The project has faced criticism, especially over the proposed futuristic design. Some residents and critics have compared the appearance of the planned building to a spaceship. In response to concerns about the price, the developer has created two additional design options that could potentially lower construction costs. Commissioners decided that the final design choice would be made at a later date.

Herbst objected to delaying the design decision and said that was one of the reasons he could not support the agreement. He and Sorensen continued to argue that buying an existing downtown office tower would be a more financially responsible choice.

Two downtown buildings were offered as possible alternatives. The owner of Tower 101, located at 101 NE Third Ave., offered the property for $86 million. The owner of the 1 East Broward building listed that tower for $122.5 million.

The city hired Jacobs Project Management to estimate the cost of converting the two office buildings into a modern City Hall. According to the consultant’s estimates, renovating Tower 101 would cost approximately $157.9 million, while updating the 1 East Broward building would cost about $208.5 million.

Herbst questioned parts of the renovation estimates, particularly the need for certain upgrades.

“Why do we have to replace the windows?” he asked. “And by the way, these windows made it through Wilma and Katrina and every other hurricane when all the windows in the school board’s Crystal Palace blew out. Nothing happened over here. So tell me why we have to replace windows that are perfectly good.”

City officials responded that both office towers were constructed decades ago and would need significant upgrades to meet current hurricane safety requirements and other building standards before they could serve as a municipal headquarters.

Supporters of the new City Hall plan said renovating older buildings could create unexpected challenges and costs, while a purpose-built facility would allow the city to design a space that fits its future needs.

The commission’s decision means Fort Lauderdale will continue working with FTL City Hall Partners on the new project. While questions remain about the final design and long-term costs, city leaders supporting the plan believe a new City Hall will become an important symbol for the community and provide a government facility built for future generations.
