Florida Chief Financial Officer Blaise Ingoglia announces new arrest in insurance fraud scheme as statewide crackdown on financial crimes continues

Tallahassee, Florida – Florida Chief Financial Officer Blaise Ingoglia announced the latest development in the state’s ongoing effort to combat fraud, revealing the arrest of a man accused of operating an insurance fraud scheme that allegedly targeted unsuspecting individuals.

The Florida Department of Financial Services Criminal Investigations Division (CID) arrested Luigino Jose Bosco last week following an investigation into allegations involving fraudulent insurance applications. Bosco has been charged with insurance fraud, application fraud, grand theft, and organized scheme to defraud.

If convicted, Bosco faces up to five years in prison.

According to the Department of Financial Services, the investigation began after an insurance company reported concerns that fraudulent life insurance policy applications were being submitted using personal information belonging to people who were unaware of the activity.

Investigators with the Criminal Investigations Division reviewed the complaint and collected evidence, including sworn statements from individuals whose information was allegedly used without permission. Authorities say the investigation uncovered an alleged scheme in which fraudulent policy applications were submitted in order to obtain advance insurance commission payments.

The payments connected to the alleged scheme totaled $5,043.23, according to officials.

Chief Financial Officer Blaise Ingoglia said the arrest sends a strong message to anyone attempting to commit fraud in Florida.

“Let this arrest serve as a warning. Whether you are here legally or illegally, Florida is not the place to run your fraud scheme. If you think you can steal someone’s identity, falsify applications, and profit off of unsuspecting Floridians, think again. Crime such as this drives up costs for hardworking families and undermines the trust that Floridians deserve to have in the marketplace. I applaud the work of our Criminal Investigations Division on this case and putting Bosco behind bars.”

Ingoglia said financial crimes such as insurance fraud affect more than just individual victims. Officials noted that fraudulent activity can increase costs for consumers and weaken confidence in insurance systems that families and businesses rely on.

The Department of Financial Services said its Criminal Investigations Division continues to focus on identifying and stopping individuals involved in fraudulent activity across the state. The division investigates cases involving insurance-related crimes and works with law enforcement partners to hold suspected offenders accountable.

During the arrest process, investigators also discovered that Bosco was wanted by U.S. Immigration and Customs Enforcement (ICE), according to the department.

The case will now be presented to the Miami-Dade Attorney’s Office for prosecution. Prosecutors will review the evidence and determine how the case will proceed through the legal system.

Insurance fraud investigations often rely on cooperation between companies, victims, investigators, and prosecutors to uncover illegal activity and prevent further losses.
