Duval County Judge Gary Flower receives statewide recognition with Chief Justice Award for his outstanding judicial excellence

Jacksonville, Florida – In a moment of recognition that reflected a career defined by service, dedication, and mentorship, Duval County Judge Gary P. Flower was presented with the 2025 Chief Justice Award for Judicial Excellence during the annual meeting of the Conference of County Court Judges of Florida.

The honor, one of the highest a county judge in Florida can receive, is given annually to a county and a circuit judge who embody the ideals of judicial excellence and commitment to public service. For Judge Flower, who has served on the bench for a quarter of a century, the award represents more than just personal achievement—it’s a recognition of a legacy that continues to shape Florida’s judiciary.

“Over the course of his 25 years of service as a Duval County Court judge, Judge Flower has shown a genuine dedication and commitment to improving the judicial branch, and its jurists, with a special emphasis on judicial education,” wrote a colleague in a nominating letter that contributed to the decision.

Chief Justice Carlos Muñiz, who personally presented the award, emphasized how strongly Judge Flower stood out in the nomination materials. He said the judge not only exemplifies professionalism but also sets a standard for others to follow in the judiciary.

“Judges have a duty to live up to the highest ideals of public service. We all are trying to achieve excellence, to be supportive colleagues, and to always put service to the people first,” Chief Justice Muñiz said. “Judge Flower clearly demonstrates these qualities. He has shown himself to be a judge all of us can look to as a model of professionalism and commitment to our highest standards.”

Judge Flower has served on the Duval County Court since the year 2000 and has been a leader within the branch throughout his tenure. He has been administrative judge of the county court four times, including during the challenging period of the COVID-19 pandemic. He also served as president and chair of education for the Conference of County Court Judges and held co-leadership at the Advanced College of Judicial Studies. In addition, he is part of the faculty of the Florida Judicial College, helping to train and guide future judges.

Colleagues who nominated Judge Flower cited not only his accomplishments in the courtroom but also his deep investment in mentoring others and sharing his knowledge.

“To say Judge Flower has had an immeasurable impact through his teachings and mentorship on a vast portion of the state judiciary would be an immense understatement,” one colleague noted in support of his nomination. “It is my opinion that such teachings and mentorship will be Judge Flower’s legacy for years to come.”

Outside the courtroom, Judge Flower has remained deeply involved in civic and community efforts. He has served on the Mayor’s Victim’s Assistance Advisory Council and the Board of Directors of the Boys and Girls Club of America. He also contributes his time and leadership to the Jacksonville Historical Society, where he serves as program chair. These roles reflect a longstanding commitment to improving the community beyond the walls of the courthouse.

Before becoming a judge, Judge Flower’s legal journey began in public service. He worked as an assistant state attorney, later served as a magistrate and child support hearing officer, and eventually entered private practice. He earned his law degree from Stetson University College of Law, an institution known for its strong focus on advocacy and public service.

The Chief Justice Awards for Judicial Excellence were established in 2015 to honor judges who go above and beyond in fulfilling their duties and who serve as examples for their peers. Each year, one county judge and one circuit judge are selected for the distinction. While Judge Flower was named the county judge recipient for 2025, the award for a circuit judge will be announced in August.

Throughout his career, Judge Flower has consistently shown that excellence in the judiciary isn’t just about legal knowledge or courtroom skill—it’s about integrity, mentorship, and service to the community. Whether by guiding new judges through educational programs, leading his peers during uncertain times, or staying active in community organizations, Judge Flower has shown what it means to wear the robe with purpose.

His colleagues, students, and fellow public servants are not just congratulating him on the award—they’re celebrating a life spent in pursuit of justice and the betterment of others. And with this latest honor, the impact of his work is now formally recognized across the entire state of Florida.
