Blaise Ingoglia announces arrest of licensed insurance agent accused of committing fraud and identity theft in Miami Dade County

Tallahassee, Florida – Chief Financial Officer Blaise Ingoglia announced the arrest of licensed health insurance agent Omar Hibbert, highlighting the Department of Financial Services’ ongoing efforts to combat fraud and corruption in Florida’s insurance industry. Hibbert, taken into custody on February 9, 2026, in Miami-Dade County, now faces multiple charges, including identity theft, organized schemes to defraud, and insurance fraud.

According to authorities, Hibbert allegedly obtained personal information from another insurance agent and used it to fraudulently create over 100 insurance policies. Through this scheme, investigators say Hibbert collected commissions totaling $323,505 from unsuspecting clients. The arrest underscores the department’s commitment to holding individuals accountable for criminal activity that jeopardizes the financial security of Floridians.

Chief Financial Officer Ingoglia emphasized the seriousness of the office’s enforcement efforts. “My office is serious about ensuring that the rule of law is upheld.
