Florida launches a new $50 million loan program to fund innovative health care projects and improve patient outcomes statewide

Tallahassee, Florida – The Florida Department of Health has officially launched the Florida Health Care Innovation Loan Program, a bold new initiative designed to strengthen and modernize the state’s health care system. With $50 million available annually, the program seeks to fuel forward-thinking projects that improve access, affordability, and the overall quality of health care for Floridians.

The new loan program represents a key component of Florida’s broader effort to encourage homegrown innovation in medicine, technology, and patient care. By supporting creative approaches to health care delivery, state officials hope to improve outcomes while easing the strain on medical professionals and facilities.

The program’s foundation lies in the work of the Florida Health Care Innovation Council, a multidisciplinary body chaired by Lieutenant Governor Jay Collins. The council brings together experts from diverse fields including technology, finance, health administration, and patient advocacy to evaluate ideas and oversee the distribution of funds.

“The launch of the Health Care Innovation Revolving Loan program represents yet another significant step in Florida’s efforts to foster a culture of innovation within Florida’s health care community,” said Lt. Governor Jay Collins. “As the Council Chair and newest member, I am honored to work with the Council to support health care innovation implementing solutions that address the evolving needs of our state’s health care system.”

State Surgeon General Dr. Joseph A. Ladapo emphasized that the program aligns closely with Florida’s commitment to improving the patient experience and advancing medical choice.
“This loan program reflects Florida’s commitment to patient-centered innovation and medical choice,” said Dr. Ladapo. “We are investing in the lives of Floridians by supporting solutions that improve care delivery and outcomes.”

The Council’s mission is centered on promoting the development of innovative technologies, workforce pipelines, and service delivery models that can transform health care in the state. By investing in these ideas, the Department aims to improve efficiency, reduce unnecessary emergency room visits, and ensure that patients across Florida have better access to high-quality, affordable care.

Officials also note that innovation doesn’t just mean new technology—it can include fresh approaches to staffing, training, and clinical operations that help streamline care. Programs that succeed may serve as models for hospitals and clinics throughout the state, potentially influencing future health care policy and investment.

To help facilitate participation, the Department has launched a comprehensive online hub at Innovation.flhealth.gov. The website provides background on the initiative, updates from the Council, and guidance for organizations interested in applying for funding. A second online portal, healthcareinnovationloan.floridahealth.gov/LAP, allows eligible entities to securely apply for loans and track their progress from submission to approval.

The portal includes a number of helpful features such as secure application uploads, detailed loan criteria, and real-time status tracking. Applicants can also access technical support and educational resources to ensure their proposals meet program requirements.

Eligibility for the Health Care Innovation Loan Program extends to a wide range of licensed and certified organizations, including hospitals, residential treatment centers, nursing homes, ambulatory surgery centers, and assisted living facilities. Educational institutions or clinical training providers that partner with eligible facilities may also apply.

By creating this revolving loan program, the state intends to sustain long-term support for innovation. As loans are repaid, funds will be reinvested into new projects—creating a continuous cycle of progress within Florida’s health care system.

State leaders see this effort as a strategic investment in the future health of Floridians, aiming to make care more efficient, responsive, and community-focused. The program also reflects Florida’s growing reputation as a hub for health innovation in the southeastern United States.

With the first funding cycle now open, the Department of Health encourages interested organizations to visit the portal, explore eligibility, and submit proposals that could help redefine how care is delivered across the Sunshine State.
