Attorney General James Uthmeier announces charges against Osceola County Sheriff in Central Florida illegal gambling and public corruption case

Tallahassee, Florida – A sweeping public corruption and illegal gambling case has shaken Florida’s law enforcement community, as Attorney General James Uthmeier announced charges against Osceola County Sheriff Marcos R. Lopez. The charges stem from a major investigation into a sprawling criminal enterprise that allegedly brought in over $21 million in illicit proceeds.

According to the Florida Office of Statewide Prosecution, Sheriff Lopez was not just aware of the operation — he was involved in helping it grow and shielding it from legal consequences. Authorities say Lopez used the influence of his elected position to protect the illegal enterprise and ensure it remained untouched by local enforcement.

“This is a solemn day for Florida and our law enforcement community. We put great trust in our constitutional officers, especially those who are our communities’ first line of defense,” said Attorney General Uthmeier. “However, the law must be applied equally, regardless of position, power, or branch of government. Public servants should never exploit the public’s trust for personal gain. Our Statewide Prosecutors will hold Sheriff Lopez, his associates, and all lawbreakers accountable.”

The investigation, which began in 2023, was led by Homeland Security Investigations (HSI) in collaboration with the Florida Department of Law Enforcement (FDLE). The team uncovered a complex network of illegal gambling centers operating across Central Florida, particularly in Osceola and Lake counties. These operations, which were generating millions in unregulated and untaxed revenue, operated under the radar for years.

“Today’s arrest underscores HSI’s commitment to holding everyone, including public officials, accountable. No one, regardless of their position, is above the law,” said HSI Tampa Special Agent in Charge John Condon. “Corruption undermines the integrity of public trust. HSI along with our partners are committed to combatting it.”

FDLE Commissioner Mark Glass also highlighted the betrayal of public trust that comes when a high-ranking law enforcement official is implicated in a criminal scheme. “As law enforcement, we are held to higher standards of integrity and character than other professions. This case revealed that Lopez violated the trust and integrity expected of him as the duly elected sheriff of Osceola County,” Glass said. “Florida’s sheriffs are leaders for not only their office and deputies, but for their community and the citizens that elected them.”

The illegal operation reportedly funneled significant campaign contributions and personal payments to Lopez after his 2020 election victory. In return, investigators say he took steps to shield those involved from prosecution, leveraging the power of his office to ensure the continuation of the scheme.

Sheriff Lopez has been charged with racketeering and conspiracy to commit racketeering, both serious felony offenses. The case will be prosecuted by Senior Assistant Statewide Prosecutors Colleen Monroe and Panagiota Papakos in Florida’s Fifth Judicial Circuit.

Officials emphasized that this case is not yet closed. Additional individuals connected to the criminal network are expected to face arrest in the coming days, and prosecutors indicated more charges may be filed as the investigation continues.

The case sends a stark message: no one is above the law, even those sworn to uphold it. As investigations continue to unfold, Florida authorities are working to repair the damage done to public trust and reinforce accountability at every level of government.

“This is about protecting the people of Florida and restoring faith in our institutions,” said Attorney General Uthmeier. “We will not hesitate to pursue justice, no matter how high the office or how powerful the individual.”

The developments mark a critical moment for law enforcement in the state and underscore the ongoing efforts of Florida officials to root out corruption wherever it may be found.
