West Palm Beach Mayor and City Commission announce key approvals and decisions made during the October 27 2025 meeting

West Palm Beach, Florida – The City Commission of West Palm Beach convened on Monday, October 27, for a full session of deliberations, votes, and public hearings that spanned a wide range of civic, cultural, and development topics. Mayor Keith A. James and the commissioners addressed items spanning the arts, infrastructure, public safety, parks, and urban development, marking another productive meeting for the city as it continues to grow and adapt to the needs of its residents.

The Mayor’s Office opened the meeting with a notable tribute. On the business front, the Mayor’s Office approved several key resolutions. One granted a license to Edward Riley Bradley’s, Inc. for the use of city property at 155 S. Flagler Drive, while another approved a $45,000 donation to the Palm Beach Lakes High School Ram Regiment Band to support their participation in the 2026 London New Year’s Day Parade. These measures reflect the city’s ongoing support for both local business engagement and youth educational and cultural initiatives.

The City Attorney’s Office brought forward a resolution to assess city liens totaling $15,662.47 for unpaid water, sewer, and stormwater service charges dating back to June 2025. From an urban redevelopment standpoint, the Community Redevelopment Agency approved the conveyance of properties located at 204 and 206 N. Sapodilla Avenue to the city for redevelopment purposes. Development Services also saw significant activity during the session. The Commission approved an ordinance following a second public hearing for the rezoning of approximately 3.011 acres at 5400 North Flagler Drive, changing it from Multifamily High Density Residential (MF32) to Residential Planned Development (RPD). Alongside this, a companion resolution established development regulations and granted waivers of the Zoning and Land Development Regulations, facilitating a structured plan for residential development. Another resolution approved a Special Site Plan Review request for a multi-family residential development consisting of 155 units, including 79 workforce housing units, representing a substantial addition to the city’s affordable housing stock.

Some items were continued to the November 10 meeting, including a major amendment to The Marina Commercial Marine Planned Development (CMPD) and a Level III Site Plan Review for the construction of 259 multifamily dwelling units, along with amenities such as a private/semi-private club, offices, retail space, and marina storage. Conversely, the Commission denied two resolutions: one for an eight-story, 167-unit multifamily development at 2900 Broadway and another granting a right-of-way abandonment for a 3,125-square-foot parcel contiguous to Lot 10, originally intended for workforce housing. These denials reflect careful consideration of urban planning, zoning compliance, and community impact.

The Fire Department received approval for a pair of companion resolutions accepting a $19,635 Decontamination Equipment Grant, enabling the purchase of a SCBA washer, and the appropriation of these funds for necessary equipment. Additionally, the department approved a collaboration with the American Healthcare Institute (AmHealth) to provide clinical experience for EMS and fire students, reinforcing the city’s investment in workforce development and public safety training.

In parks and recreation, two key resolutions were approved. The first authorized an $80,000 agreement with The Arc of Palm Beach County to provide recreation programs for the special needs population, including expertise in inclusion programming. The second authorized a sponsorship agreement with American Legion Post 164 for the Veterans’ Day Parade on November 9, including fee waivers totaling $17,399.32, demonstrating support for community events and veteran recognition.

The Police Department approved amendments to the FY 2025/26 Miscellaneous Trust Fund Budget, allowing appropriations of $160,985 from Federal Law Enforcement Forfeiture Receipts for investigative purposes. Additionally, after a first public hearing, the Commission approved an ordinance amending Chapter 78 of the Code of Ordinances to modify the conditions for obtaining special event permits and authorize police action in cases of unpermitted or mismanaged events.

Public Works was also in the spotlight, with approval of a resolution recognizing and appropriating proceeds from asset sales totaling $145,475 for the purchase of vehicles for Public Works and other departments. This measure highlights the city’s ongoing efforts to maintain and modernize its municipal fleet.

Meanwhile, Public Utilities received approval for a pair of companion resolutions. The first accepted a $18,750 Cooperative Funding grant from the South Florida Water Management District to fund a Community Water Conservation Program, specifically the High-Efficiency Toilet Program. The companion resolution provided the necessary budget appropriations from the Water and Sewage Systems Revenue Fund, emphasizing sustainable water management initiatives in West Palm Beach.
