Blaise Ingoglia announces arrest of licensed insurance agent accused of committing fraud and identity theft in Miami Dade County
Tallahassee, Florida – Chief Financial Officer Blaise Ingoglia announced the arrest of licensed health insurance agent Omar Hibbert, highlighting the Department of Financial Services’ ongoing efforts to combat fraud and corruption in Florida’s insurance industry. Hibbert, taken into custody on February 9, 2026, in Miami-Dade County, now faces multiple charges, including identity theft, organized schemes to defraud, and insurance fraud.
According to authorities, Hibbert allegedly obtained personal information from another insurance agent and used it to fraudulently create over 100 insurance policies. Through this scheme, investigators say Hibbert collected commissions totaling $323,505 from unsuspecting clients. The arrest underscores the department’s commitment to holding individuals accountable for criminal activity that jeopardizes the financial security of Floridians.
Chief Financial Officer Ingoglia emphasized the seriousness of the office’s enforcement efforts. “My office is serious about ensuring that the rule of law is upheld. My office is serious about protecting Floridians. My office is serious about holding anyone who commits fraud, accountable. To anyone engaging in this type of behavior, assisting in it, or attempting to hide it, our investigators are actively working to put you behind bars,” Ingoglia said in a public statement.
The arrest of Hibbert is part of a broader crackdown on fraudulent activity within the state, a campaign that has seen multiple arrests in recent months. Investigators within the Criminal Investigations Division of the Department of Financial Services continue to monitor and pursue cases involving insurance fraud, identity theft, and other financial crimes. These efforts are aimed at safeguarding consumers and maintaining trust in Florida’s financial and insurance systems.
Officials have noted that cases like Hibbert’s not only involve financial losses but also potential harm to clients who may unknowingly purchase fraudulent policies. The department has urged consumers to remain vigilant when working with insurance agents and to report any suspicious activity. “We encourage anyone with information regarding potential fraud to contact our office immediately,” a department spokesperson said.
Hibbert’s case is now pending in Miami-Dade courts, where prosecutors are expected to pursue the charges outlined by investigators. If convicted, he could face significant legal consequences, reflecting the severity of the allegations and the department’s zero-tolerance approach to insurance fraud.
As the Department of Financial Services continues its enforcement initiatives, officials say they are committed to both prevention and prosecution. Through public awareness campaigns, investigations, and strict legal action, the office seeks to deter similar crimes and protect the financial interests of residents throughout Florida.
The arrest of Omar Hibbert serves as a stark reminder that fraudulent schemes can carry serious consequences. By actively pursuing cases of identity theft and insurance fraud, the CFO’s office aims to ensure that those who exploit the system are held accountable while maintaining the integrity of Florida’s financial services industry.
