Florida State Board of Education approves new History of Communism standards to educate students about the global impact of totalitarian regimes

Tallahassee, Florida – In a move aimed at deepening students’ understanding of global history and the consequences of political ideologies, the Florida State Board of Education has officially approved new History of Communism standards. The decision, made during the board’s meeting on November 13, 2025, is part of a broader effort to provide Florida students with truthful and comprehensive social studies instruction that addresses the impact of communist regimes worldwide.

The new standards, developed with input from Florida educators and content experts, are set to be implemented in schools beginning with the 2026-2027 academic year. The curriculum is designed to give students a detailed understanding of the ways in which communist governments suppress individual freedoms, consolidate power, and inflict suffering on millions. By focusing on historical accuracy and factual evidence, the standards aim to equip students with the tools to recognize the dangers of totalitarian ideologies and appreciate the value of liberty in democratic societies.

“With the resurgence of communist ideologies across the United States and throughout the world, it is more important than ever for students to understand the catastrophic failures and human suffering caused by communist regimes,” said Commissioner of Education Anastasios Kamoutsas. “Florida’s new History of Communism standards will ensure that students learn the truth about the brutal realities of life under communism and gain a deeper appreciation for the blessings of liberty that define our nation.”

The adoption of these standards comes on the heels of several legislative efforts in Florida designed to educate students about the real-world impact of communism. In 2022, Governor Ron DeSantis signed House Bill 395 into law, creating Victims of Communism Day. The law requires schools to dedicate at least 45 minutes of instruction to the topic each year, including lessons on poverty, starvation, forced migration, systematic violence, and the suppression of speech and religion under communist regimes. The following year, the educational mandate was expanded through Senate Bill 1264, which called for more comprehensive coverage of the global history and enduring effects of communism.

“By adopting the History of Communism standards, we are equipping Florida’s students with an honest and rigorous understanding of how communist regimes exploited authority to erode freedoms and inflict generational harm,” said Dr. Grazie Pozo Christie, State Board of Education Member. “The new standards will help our youth become better informed citizens prepared to safeguard our constitutional republic for future generations.”

State leaders emphasize that the standards are not intended to promote political ideology but to provide factual historical context. By learning about the human cost of communist rule, students can develop a nuanced perspective on government, individual rights, and the responsibilities of citizenship. The curriculum is expected to integrate lessons from across the globe, highlighting examples from Eastern Europe, Asia, and Latin America to illustrate both historical events and long-term consequences.

The initiative reflects Florida’s continued focus on rigorous, values-based education and its broader commitment to civic engagement. Officials note that students who are well-informed about the past are better prepared to make thoughtful decisions about the present and future. The History of Communism standards are positioned as a cornerstone of the state’s social studies framework, ensuring that Florida’s youth gain both knowledge and critical thinking skills as they explore the world’s complex political histories.

With implementation set for the 2026-2027 school year, teachers and school districts across the state are now preparing to incorporate these new lessons into their social studies programs. By combining historical facts with moral and civic lessons, Florida hopes to create a generation of students who are both knowledgeable and vigilant about the importance of freedom, democracy, and human rights.
