Governor Ron DeSantis signs Senate Bills 538 and 178 to expand statewide support for Florida K-12 athletic coaches and student athletes
Jacksonville, Florida – Florida’s high school athletic programs are set for a major shift after Governor Ron DeSantis signed two new education-focused measures aimed at strengthening support for coaches and expanding opportunities for student athletes across the state. The signing of Senate Bill 538 and Senate Bill 178 marks a significant policy move that touches everything from coach compensation to student eligibility rules in school sports.
The announcement was made in Jacksonville, where state leaders described the legislation as a step toward reinforcing the role of athletics in student development. Officials emphasized that sports are not only about competition, but also about discipline, teamwork, and personal growth—qualities they say these new laws are designed to protect and encourage.
At the center of the legislation is a broad effort to improve how coaches are supported and compensated within Florida’s K-12 school system. The changes are intended to help school districts better compete for experienced coaching talent while also ensuring student athletes receive consistent and structured guidance.
“We recognize the value of strong coaches and strive to ensure that student athletes have the opportunities they need to thrive,” said Governor Ron DeSantis. “Together, the bills I signed today will strengthen Florida’s K-12 athletic programs and support the students and coaches who help them achieve their potential.”
Education officials echoed that sentiment, pointing to the role coaches play in shaping school culture and guiding young athletes through competitive programs. The state’s Commissioner of Education Anastasios Kamoutsas highlighted how the legislation could reshape both staffing and student participation.
“Florida is fortunate to have athletic coaches who lead exceptional sports programs in our high schools,” said Commissioner of Education Anastasios Kamoutsas. “Thanks to Governor Ron DeSantis signing Senate Bills 538 and 178 into law, Florida’s high school athletic programs will be better positioned to recruit and retain top coaching talent while ensuring student-athletes receive the strong, thoughtful, and accountable support they deserve. In addition, students participating in any of Florida’s nation-leading school choice options will have the same access to participate in athletic programs and extracurricular activities. These measures will strengthen opportunities for students to compete, grow, and succeed both in athletics and in life.”
One of the key components of Senate Bill 538 is the expansion of financial flexibility for school districts. Under the new law, districts will be allowed to use funds raised by high school booster clubs to help pay coaches involved in those activities. This change is expected to supplement existing district stipends and provide additional financial recognition for coaching roles that often require long hours beyond the classroom.
The bill also introduces a new classification option for school districts, allowing athletic coaches and extracurricular activity sponsors to be categorized as administrative personnel. This designation gives districts the ability to negotiate salaries for these positions, with compensation capped at a level not exceeding the highest-paid school administrator within the district.
In addition to compensation reforms, SB 538 addresses student participation rules in school athletics. The law creates a standardized eligibility framework that applies across multiple education pathways, including home education, charter schools, private schools, Florida Virtual School, alternative programs, and traditional public schools. This framework is designed to ensure consistent access to extracurricular activities regardless of a student’s schooling choice.
Another notable provision allows students to participate in sports that may not be offered at their own school. In such cases, students will be permitted to join programs at other schools within their district, expanding access to athletic opportunities that might otherwise be unavailable due to limited resources or smaller school programs.
Alongside SB 538, Governor DeSantis also signed Senate Bill 178, which focuses specifically on the role of head coaches and their support for student athletes. Under this law, K-12 head coaches are now authorized to use up to $15,000 of their personal funds each year to assist with student-athlete welfare needs.
While the provision allows for this additional support, it also includes accountability measures. Coaches who choose to use personal funds will be required to report those expenditures to the Florida High School Athletic Association, ensuring transparency in how money is used to support students.
Together, the two bills represent a coordinated effort to reshape the structure of school athletics in Florida. Supporters say the changes will help schools recruit and retain stronger coaching staff, reduce barriers for student participation, and ensure more consistent access to extracurricular programs across different education systems.
As Florida continues to expand school choice options and invest in K-12 programs, state leaders say these measures are intended to keep student athletics strong, inclusive, and competitive. For coaches and students alike, the new laws signal a broader push toward strengthening the foundation of high school sports across the state.
